FORESTER LEVEL 1 (Presales)

 

SUMMARY:

The incumbent is responsible for directing and implementing preparation of timber sales on the Spokane Reservation.  Responsibilities include designing, implementing and data processing for timber cruises; development of timber appraisals; preparation of timber sales prospectus and contract; implementation of NEPA for silvicultural prescriptions and timber harvest operations; and designing and directing various data collection projects. Incumbent performs duties under the supervision of the Supervisory Forester (Silviculturist). Guidance is available as needed on unusual and/or difficult assignments; otherwise incumbent formulates his/her own work schedule on his/her own initiative and carries work to completion independently.

 

ESSENTIAL Duties and Responsibilities

  • Prepares timber sales documents for harvest treatments and ensures Forest Officer’s Reports are complete
  • Trainee level, works under supervision of senior foresters
  • Basic presales field duties: timber marking, cruising, mapping and line running
  • Assists silviculturist with reconnaissance, vegetation mapping, prescription preparation, harvest unit layout and development of marking guides as needed
  • Assembles Forest Officers Reports for timber sales and maintains sales preparation files
  • Creates maps with GIS for timber sale contracts
  • Compiles cruise data to report realty or timber sale volumes
  • Collects and processes GPS data
  • Develops prospectus, appraisal, contract and any other documents necessary for the preparation of sales for advertisement
  • Prescribed fire, assists as crew member or support staff
  • Perform realty cruises and assists with appraisals

·         Performs other related duties as assigned.

 

Supervisory Responsibilities

For specific projects, organizes and supervises the work of 3 to 4 Forestry Technicians in timber marking and other duties related to implementing realty cruises. Responsible for ensuring accuracy of data collected.

 

QUALIFICATIONS

Valid State Drivers License and insurance.

EDUCATION and/or EXPERIENCE

  • Bachelor of Science in Forestry, Forest Management, Forest Ecology or similar
  • Familiarity with local tree species and forestry practices
  • Recommend minimum of 1 year experience in the natural resources field
  • Training and experience in PC use: operating systems, word processing, spreadsheets, database software and forestry applications
  • Training and experience in GPS applications in forestry

 

Physical Demands

  • Able to lift and carry 45 lbs.
  • Able to walk all day in steep, rugged terrain
  • Able to operate computer keyboard and mouse.

FORESTER LEVEL 2 (Presales)

 

SUMMARY:

The incumbent is responsible for directing and implementing preparation of timber sales on the Spokane Reservation.  Responsibilities include designing, implementing and data processing for timber cruises; development of timber appraisals; preparation of timber sales prospectus and contract; implementation of NEPA for silvicultural prescriptions and timber harvest operations; and designing and directing various data collection projects. ESSENTIAL DUTIES AND RESPONSIBILITIES

  • All duties, skills and abilities given for Level 1, plus the following:
  • Prepares timber sales documents for harvest treatments
  • Performs more advanced functions relating to either silvicultural reconnaissance or harvest system layouts and engineering, as listed below.
    • Performs silvicultural reconnaissance and assists in preparing prescriptions for harvest treatments; or
    • engineers road layouts and prepares plans for cable and mechanized harvest systems.
  • Trained and works independently to perform basic presale work.
    • Timber marking, line running & cruising.
  • Able to query data and create map layers using GIS and screen digitizing.  Exports GPS data to GIS.
  • Designs and implements realty cruises, prepares realty appraisals and develops realty cruise reports.
  • Assists the Silviculturist in NEPA process and documentation for the timber sales program.  Activities include disseminating information to Interdisciplinary (ID) team members for proposed activities; gathering public input and information; and preparing NEPA documents.
  • Designs and directs various data collection projects, including cruises, stand exams, insect and disease surveys, stocking surveys and land classifications.
  • Works independently and can direct others to perform basic presale work.

EDUCATION and/or EXPERIENCE

Knowledge required:

    • Minimum 2 years experience as forester level 1, including 1 year either assisting in prescription preparation or performing engineering/layout functions
    • Can apply all basic marking prescriptions
    • Training in GIS and GPS applications in forestry (56 training hrs)
    • Use maps to locate specific features & landforms and estimate acreage
    • Able to recognize signs and symptoms of insect and disease problems
    • Basic PC skills for data entry and other tasks
  • Other requirements:
    • At least one year of experience in GIS specifically Arc/GIS software and related programs and operating systems
    • Training in NEPA management and document writing (32 training hrs)

  • Performs independent stand reconnaissance to determine current conditions and appropriate treatments.
  • Maps ecological and cover types of forest vegetation as part of stand reconnaissance to use as basis for prescription units.
  • Formulates harvest prescriptions based on tribal management objectives, site characteristics, stand composition and structure, forest health, and non-timber resources.
  • Prepares prescriptions for harvest treatments, prepares written guidelines and provides verbal instruction on timber marking to crews.
  • Engineers road layouts and develops plans for cable and mechanized harvest systems.
  • Works independently and acts as a project leader to accomplish program goals.
  • Directs interdisciplinary team process for review and design of timber harvest, regeneration, and associated follow-up prescriptions.
  • Manages NEPA process and prepares NEPA documents for assigned projects.
  • Works with Forest Development Officer in prioritizing and scheduling follow up treatments
  • Assists Lead Silviculturist with cruise design; cruise data compilation and analysis.
  • Can apply all marking prescriptions across full range of forest types and conditions.

o   Graduate level training and/or CFE credits in silviculture and /or forest ecology (15 credit hrs)

o   Assist Silviculturist in reconnaissance and layout on two different timber sales

 

  • Other requirements:

o   At least two years of experience as forester level 2 or equivalent, including 1 year preparing prescriptions for timber stand treatments

o   Basic supervisory training (40 hours) or supervisory experience
